Michael R. “Mike” Holley serves as the District Attorney for Montgomery County, Texas, leading an office of approximately 130 prosecutors, investigators, and professional staff dedicated to public safety, justice, and the rule of law.
A career prosecutor and former U.S. Army officer, District Attorney Holley brings more than twenty-six years of experience in the courtroom and in organizational leadership across military, private, and state practice. His professional life has been shaped by a commitment to disciplined decision-making, ethical prosecution, and service to victims and the community.
Before joining the Montgomery County District Attorney’s Office in 2012, Holley served thirteen years on active duty in the United States Army. He began his military career as a Military Police Platoon Leader with the 1st Cavalry Division and later served as a Judge Advocate (JAG). His assignments included Trial Counsel, Senior Defense Counsel, Professor of Criminal Law at The Judge Advocate General’s Legal Center and School, and Chief Prosecutor for the Abu Ghraib detainee-abuse cases in Baghdad, Iraq. He concluded his active-duty service with the rank of Major.
Following military service, Holley practiced complex civil litigation at The Lanier Law Firm before returning to public service as a Texas prosecutor. In Montgomery County, he has served as a felony prosecutor, Chief of the Misdemeanor Division, and First Assistant District Attorney. He also helped establish the Montgomery County Veterans Treatment Court and remains actively involved in specialty-court initiatives and veteran-focused programming. In October 2025, he was appointed District Attorney of the 9th Judicial District.
District Attorney Holley is Board Certified in Criminal Law by the Texas Board of Legal Specialization. He writes and speaks frequently on prosecution, leadership, and ethics for the Texas District and County Attorneys Association and has presented at legal conferences and law schools across Texas and the country.
He holds a Master of Laws (LL.M.) from The Judge Advocate General’s Legal Center and School, a Juris Doctor from Texas Tech University School of Law—where he graduated summa cum laude, was inducted into the Order of the Coif, and received the Fortney Award for Ethics and the Judge Meade F. Griffin Award—and a Bachelor of Science from Abilene Christian University, summa cum laude. He has received recognition from Mothers Against Drunk Driving (MADD) and the Texas District and County Attorneys Association for his work. He has been licensed to practice law in Texas since 1999.
